What Kind Of Bugs Live Underwater?

Our parking lot at work has a puddle that just won’t go away. It sits directly over a sewer, so something in the sewer is plugged. I was going to pump the water out but I noticed movement. First I thought it was baby frogs. Today I noticed these aren’t frogs. Don’t have a clue. The water has no circulation and sort of resembles a pond now. Whatever they are, there quick and they always head straight for the sewer and dissapear.
They look to be about an inch long and gray in color with some black markings on there back. This is a guess since the water is nasty yucky.

    In science class this year I studied a bug called the diving beetle, it might be that kind of bug.

    those sound like mosquito larvae to me.
